The provisions of this chapter are intended to secure, protect, and ensure public health, safety, and welfare insofar as they are affected by the occupancy, use, and maintenance of buildings, structures, and property. Existing buildings, structures, and property that do not comply with the provisions of this chapter will be abated, altered, and/or repaired to provide a minimum level of health, safety, and maintenance as required under this chapter. Nothing in this chapter will be construed to relieve a person from complying with any applicable federal, state, and/or local laws, regulations, and/or ordinances, including, without limitation, any applicable building codes and the requirement to obtain all necessary permits and approvals.
