Code Reviser’s Note: The findings stated with Ord. 924 are:

WHEREAS, ORS 223.297 to 223.314 authorizes cities to establish system development charges to provide equitable funding for orderly growth and development and to finance capital improvements; and

WHEREAS, City adopted Ordinance No. 538, which was repealed and replaced by Ordinance No. 748 as amended, to authorize the imposition, collection, and management of system development charges; and

WHEREAS, the City Council has determined that Ordinance No. 748 is outdated and need of revision; and

WHEREAS, subject to the provisions contained in this Ordinance No. 924 (this “Ordinance”), this Ordinance amends, restates, replaces, and supersedes Ordinance No. 748 in its entirety.
